ALBANY -- A perceived federal crackdown on aliens is being blamed for a shortage of hands on New York farms, though there are signs that the sweep for illegal migrants has eased, according to agricultural experts.
The New York Farm Bureau said that nearly nine out of 10 western New York farmers it surveyed said they think migrant workers are afraid to return to the region because of the federal Immigration and Naturalization Service's efforts, especially in 1997, to catch illegal immigrants.
